Urban Revitalization in Israel: Emergency Care for Israel’s Inner Cities

This research focuses on urban revitalization in Israel, focusing particularly on cities that have been long-neglected and suffer from structural deficits, high poverty rates, and lack of adequate services.

The study recommends that the Israeli government pass legislation that would allow municipalities to issue bond in order to be able to fund urban renewal efforts  such as business & tourist improvement districts. The report also discusses the way that such bonds can be leveraged through state guarantees, philanthropies, and structured direct investments.
