The central question that this research attempts to answer is how to restore the right balance and approach in the use of public private partnerships (PPPs) in the public housing sector.  The proposed solution in the study endeavors to address the problems of the public housing sector – seen largely as a failure in Israel – in order to ensure that it can be a tool for addressing the basic need of some of the most vulnerable parts of society.
