An Assessment of the Government Loan Fund for Small and Medium Sized Businesses in Israel

This research argues for the improvement of the government fund to support small and medium enterprises (SMEs) in Israel.

The specific recommendations of the study include:

  1. Launching of a long-term strategic planning process, to result in concrete decisions about the size and functions of the SME fund
  2. Improvement of weaknesses of the fund, particularly the wait-time between application and the receiving of funding
  3. Adoption of an improved financial instrument for small businesses, founded upon a joint reserve of government, lender, and creditor.
